Add a mouseover (hover) identifiers for the toolbar icons or all icons anywhere they are seen.

Helpful for users that do not use the program all the time so a mouseover identification of icons would help in the icon's usefulness when we forget what is what on the toolbar. A quick mouse hover on icon tells you instantly what that icon does. VERY HELPFUL in my opinion.
